Art. 1 ORGANIZZAZIONE
Il Torneo Internazionale di calcio San Vincenzo Cup, organizzato dalla Società A.S.D. San Vincenzo Calcio (con sede a Via Azzurri D'italia 1, San Vincenzo) in collaborazione con il Comune di San Vincenzo e la Fondazione Euro-Sportring, sarà diretto secondo le regole della International Football Associations Board (IFAB) (Ultima Edizione) fino a quando non intervenga un altro articolo descrivente qualcosa di diverso. Il torneo si disputerà nei giorni 30-31 marzo e 01 aprile 2024 presso gli impianti sportivi di San Vincenzo e Venturina.
La Società organizzatrice ha ricevuto dalla FIGC l'autorizzazione necessaria per l'organizzazione di questo Torneo.
Art. 2 CATEGORIE/DURATA GARE/FORMULA DEL TORNEO
U17 Allievi
Giocatori nati dal 01.01.2007 al compimento del 14° anno di età. Per gara, due tempi della durata di 20
minuti ciascuno, senza intervallo. Formula del torneo: 2 gironi da 4 squadre. Gironi all’italiana. Gare secondo
il calendario.
U15 Giovanissimi
Giocatori nati dal 01.01.2009 al 31.12.2009, con un massimo di 5 giocatori nati nel 2010 che abbiano
compiuto anagraficamente il 12° anno d’età. Per gara, due tempi della durata di 20 minuti ciascuno,
senza intervallo Formula del torneo: 2 gironi da 4 squadre. Gironi all’italiana. Gare secondo il calendario.
U14 Giovanissimi
Giocatori nati dal 01.01.2010 al 31.12.2010, con un massimo di 5 giocatori nati nel 2011 che abbiano
compiuto anagraficamente il 12° anno d’età. Per gara, due tempi della durata di 20 minuti ciascuno,
senza intervallo Formula del torneo: 2 gironi da 5 squadre. Gironi all’italiana. Gare secondo il calendario.
U13 Esordienti
Giocatori nati dal 01.01.2011 al 31.12.2011, con un massimo di 3 giocatori nati nel 2012.Per gara, due
tempi (Deroga F.I.G.C. – S.G.S.) della durata di 15 minuti ciascuno, senza intervallo. Ogni gara si articola in
una partita 9 contro 9 su campi di dimensioni ridotte con porte ridotte e utilizzo di palloni n. 4. Non sono
previsti calci di rigore. Formula del torneo: 4 gironi da 4 squadre. Gironi all’italiana. Gare secondo il calendario.
U12 Esordienti
Giocatori nati dal 01.01.2012 al 31.12.2012, con un massimo di 3 giocatori nati nel 2012 che abbiano
compiuto anagraficamente il 10° anno d’età.Per gara, due tempi (Deroga F.I.G.C. – S.G.S.) della durata di
15 minuti ciascuno, senza intervallo. Ogni gara si articola in una partita 9 contro 9 su campi di dimensioni
Formula del torneo: 3 gironi da 4 squadre. Gironi all’italiana. Gare secondo il calendario.
U11 Pulcini
Giocatori nati dal 01.01.2013 al 31.12.2013, con un massimo di 3 giocatori nati nel 2014. Per gara, due tempi (Deroga F.I.G.C. – S.G.S.) della durata di 15 minuti ciascuno, senza intervallo. Ogni gara si articola in una partita 7 contro 7 su campi di dimensioni ridotte con porte ridotte e utilizzo di palloni n. 4. Non sono consentiti calci di rigore e/o tempi supplementari. Formula del torneo: 4 gironi da 3 squadre. Gironi all’italiana. Non ci saranno finali.
U10 Pulcini
Giocatori nati dal 01.01.2014 al 31.12.2014, con un massimo di 3 giocatori nati nel 2015 che abbiano
compiuto anagraficamente l’8° anno di età.Per gara, due tempi (Deroga F.I.G.C. – S.G.S.) della durata di
15 minuti ciascuno, senza intervallo. Ogni gara si articola in una partita 7 contro 7 su campi di dimensioni
ridotte con porte ridotte e utilizzo di palloni n. 4. Non sono consentiti calci di rigore e/o tempi
supplementari.Formula del torneo: 4 gironi da 3 squadre. Gironi all’italiana. Non ci saranno finali.
U09 Primi calci
Giocatori nati dal 01.01.2015 al 31.12.2016, con un massimo di 3 giocatori nati nel 2017 che abbiano
compiuto anagraficamente il 6° anno di età.Per gara, due tempi (Deroga F.I.G.C. – S.G.S.) della durata di
15 minuti ciascuno, senza Intervallo. Ogni gara si articola in una partita 5 contro 5 su campi di dimensioni
ridotte con porte ridotte e utilizzo di palloni n. 4. Non sono consentiti calci di rigore e/o tempi
supplementari. Formula del torneo: 2 gironi da 5 squadre. Gironi all’italiana. Non ci saranno finali.
Art. 3 PRESTITI
Sono consentiti nelle sole categorie U14, U15, U16 e U17 con un massimo di 3 giocatori, non intercambiabili e validi per l’intera durata del torneo. Tali prestiti possono essere convenuti solo con Società non partecipanti al torneo. Ogni giocatore avuto in prestito deve presentare prima dell’inizio del torneo un nulla-osta rilasciato dalla società di appartenenza.
Art. 4 ELENCHI GIOCATORI (Deroga F.I.G.C. – S.G.S. per il numero di giocatori).
Le società partecipanti dovranno presentare all'organizzazione del torneo, prima del suo inizio (all'arrivo), l'elenco dei calciatori che intendono utilizzare, fino ad un massimo di n° 20 (cat. U12, U13, U14, U15, U16 e U17) (eccezioni: cat. U10 e U11 con 7-7 giocatori: n° 16; cat. U09 con 5-5 giocatori: n°12). Dopo l'avvenuta consegna è proibito apportare modifiche a tali elenchi.
Nella distinta da presentare all'arbitro prima della gara saranno indicati fino ad un massimo di giocatori 20 (cat. U14, U15, U16 e U17) (eccezioni: cat. U12 e U13 con 9-9 giocatori: N° 18; cat. U10 e U11 con 7-7 giocatori: n° 14; cat. U09 con 5-5 giocatori: n°10).
L'età dei partecipanti sarà controllata per mezzo di tesserini federali o valido documento d’identificazione (Carta d’identità o Passaporto) prima dell'inizio di ogni incontro, anche da parte del responsabile di campo.
A tal fine ogni atleta dovrà essere presente sul campo almeno 30 minuti prima dell'inizio della partita.
Lo stesso giocatore non potrà partecipare che in una sola squadra della stessa categoria durante la durata intera del torneo.
Art. 5 SOSTITUZIONI
a. Nelle categorie U14, U15, U16 e U17 sono consentite sette sostituzioni di giocatori per squadra in qualsiasi momento della gara e indipendentemente dal ruolo.
A un giocatore che è stato sostituito durante una partita, non è consentito a rientrare di nuovo nella stessa gara.
b. Nelle categorie U09, U10, U11, U12 e U13 tutti i giocatori presenti in distinta gara devono partecipare al gioco e giocare almeno un tempo; pertanto, al termine del primo tempo dovranno essere effettuate obbligatoriamente tutte le sostituzioni ed i nuovi entrati non potranno più essere sostituiti fino al termine del secondo tempo tranne che per validi motivi di salute (C.U. n°1 del S.G.S.-Roma).
Art. 6 CLASSIFICHE
Le classifiche nei gironi verranno stabilite in base ai seguenti criteri: tre punti per la vittoria, un punto per il pareggio e zero punti per la sconfitta. Se due o più di due squadre finiscono il loro girone a parità di punti, valgono i criteri in ordine elencati:
a) esito degli incontri diretti;
b) differenza reti negli incontri diretti fra le squadre a parità di punti;
c) differenza reti sul totale degli incontri disputati nel girone;
d) maggior numero di reti segnate sul totale degli incontri disputati nel girone;
e) classifica disciplina;
f) sorteggio.
Art. 7 TEMPI DI GARA
Le gare si svolgeranno in due tempi (Deroga F.I.G.C. – S.G.S. per la categoria U09, U10, U11, U12 e U13):
Cat. U14, U15, U16 e U17: 2 x 20 minuti.
Cat. U09, U10, U11 U12 e U13,: 2 x 15 minuti.
Art. 8 CALCI DI RIGORE (Previsti nelle finalissime/finali, semifinali o altre partite ad eliminazione diretta.)
In caso di parità al termine dei due tempi regolamentari si procederà all'esecuzione dei calci di rigore con le modalità stabilite dalla regola 10 delle regole di gioco e delle decisioni ufficiali. Nelle categorie U12 e U13 non sono previsti calci di rigore. Nelle categorie U09, U10 e U11 i calci di rigore sono vietati.
Art. 9 ARBITRI
Le gare saranno dirette da arbitri federali F.I.G.C./A.I.A. per le categorie U14, U15, U16 e U17.
Nelle categorie U09, U10, U11, U12 e U13, le gare saranno dirette da tecnici o dirigenti messi a disposizione dalla società organizzatrice. In ogni caso i rapporti gara con allegate le distinte giocatori saranno trasmesse al comitato di competenza nei termini previsti per la necessaria visione del G.S.
Art. 10 DISCIPLINA DEL TORNEO
La Disciplina del Torneo viene affidata al Giudice Sportivo (G.S.) titolare o Supplente del Comitato di Competenza.
Art. 11 AUTOMATISMO DELLE SANZIONI (per i tornei a rapido svolgimento) (Deroga F.I.G.C. - S.G.S. per le categorie U09, U10, U11, U12 e U13).
È previsto l'automatismo delle sanzioni con le seguenti modalità:
· Il giocatore espulso durante una gara non potrà partecipare alla gara successiva salvo maggiori sanzioni inflitte dal G.S.;
· Il giocatore che nel corso del torneo incorre nella seconda ammonizione sarà squalificato per una gara su declaratoria del G.S.
Art. 12 RECLAMI
Reclami contro le decisioni dell'arbitro non sono ammessi. Eventuali reclami contro altri dovranno essere presentati al G.S. entro 30 minuti dalla fine della gara in questione, accompagnata dalla tassa di Euro 50,00. Copia del reclamo dovrà essere consegnata alla controparte sempre nei termini di 30 minuti.
Art. 13 ARTICOLI SUPPLEMENTARI
A. A un giocatore, che è stato sostituito durante una partita, non è consentito rientrare di nuovo nella stessa partita.
B. Ogni squadra è tenuta a mettere a disposizione dell'arbitro un guardalinee per le partite in cui è impegnata.
C. Sono ammesse nello stesso torneo e nella stessa categoria più di una sola squadra della stessa società (Deroga F.I.G.C. – S.G.S.).
D. Nei gironi e nelle finali il risultato della gara in oggetto di una squadra sarà dichiarato nullo (salvo decisione del G.S.) nel caso in cui:
· quella squadra, senza ragione valida, non si presenti in tempo per una gara;
· quella squadra abbia giocato con un giocatore non autorizzato;
· l'arbitro decida di sospendere una gara a causa della cattiva condotta dei giocatori di quella squadra.
Nei casi suindicati, la squadra in oggetto sarà dichiarata sconfitta con il risultato di 0-3.
E. Ogni squadra deve essere accompagnata da almeno un dirigente maggiorenne. I suoi dati (nome-indirizzo-data di nascita) debbono essere menzionati sulla lista dei giocatori.
Il dirigente è responsabile per il comportamento dei giocatori, sia sul campo sportivo che in altri luoghi messi a disposizione dei partecipanti.
F. Qualsiasi tipo di rapporto per cattiva condotta nel contesto del torneo sarà inoltrato alla Federazione Nazionale del paese ospitante che a sua volta provvederà ad inoltrarli alle rispettive Federazioni.
G. Le maglie di gioco dovranno recare la numerazione progressiva da 1 a 20 (cat. U12 e U13: 1-18; cat. U10 e U11: 1-14; cat. U09: 1-10). Ogni club è obbligato a procurarsi una seconda maglia di colore contrastante. Se, prima che l'incontro abbia inizio a giudizio dell'arbitro i colori sociali di entrambe le squadre mostrassero minima differenza, la squadra che viene nominata per prima nello schema delle gare dovrà cambiare maglia.
H. Il Comitato organizzatore si riserva la facoltà di variare il calendario degli incontri in caso di circostanze impreviste.
I. Responsabilità. È responsabilità di ogni Società partecipante garantire un’adeguata assicurazione ai giocatori attraverso il tesseramento ed il possesso della visita medico-sportiva di idoneità alla categoria di appartenenza. La/le Società organizzatrice(i), il Comitato Organizzatore, il Comune e la Fondazione Euro-Sportring non sono responsabili per danni e perdite o furto alle persone ed alle proprietà di qualsiasi partecipante al Torneo, ad eccezione degli Arbitri impegnati nella direzione delle gare, per i quali valgono le norme F.I.G.C.
Art. 14 NORME GENERALI
Per quanto non previsto dal presente regolamento, valgono le disposizioni dei regolamenti federali in quanto compatibili, e quelle riportate sul Comunicato Ufficiale n° 1 del Settore Giovanile e Scolastico relativo alla stagione sportiva in corso.
Art. 1 ORGANISATION
The International Football Tournament San Vincenzo Cup, organised by the A.S.D. San Vincenzo Calcio (based at Via Azzurri D'italia 1, San Vincenzo) in cooperation with the City of San Vincenzo and the Euro-Sportring Foundation, will be played according to the rules of the International Football Associations Board (IFAB) (Latest Edition) until another article describing something different intervenes. The tournament will be held on 30, 31 March and 1 April 2024 at the sports facilities in San Vincenzo and Venturina.
The organising club has received the necessary authorisation from the F.I.G.C. for the organisation of this tournament.
Art. 2 CATEGORIES/COMPETITION DURATION/TOURNAMENT FORMAT
U17 Allievi
Players born from 01.01.2007 to the age of 14. Per match, two halves of 20 minutes each, without a halftime break.Tournament formula: 2 groups of 4 teams. Round-robin group.Matches according to schedule.

by two teams of 9 players on a reduced pitch with reduced goals and using size 4 football balls. There are
no penalty kicks. Tournament formula: 4 groups of 4 teams. Round-robin groups. Matches according
to schedule.
U12 Esordienti
Players born from 01.01.2012 to 31.12.2012, with a maximum of 3 players born in 2012 who have
reached their 10th birthday. Per match, two halves (F.I.G.C. - S.G.S. permission) of 15 minutes each,

reduced goals and using size 4 football balls. There are no penalty kicks. Tournament formula: 3 groups of

U11 Pulcini
Players born 01.01.2013 to 31.12.2013, with a maximum of 3 players born in 2014.Per match, two

There will be no finals.
U10 Pulcini
Players born 01.01.2014 to 31.12.2014, with a maximum of 3 players born in 2015 who have reached their
8th birthday. Per match, two halves (F.I.G.C. - S.G.S. permission) of 15 minutes each, without halftime break.
Every match is played by two teams of 7 players on a reduced pitch with reduced goals and using size 4 football balls. Penalty kicks and extra time are not allowed.Tournament formula: 4 groups of 3 teams. Round-robin groups.There will be no finals.
U9 Primi calci
Players born from 01.01.2015 to 31.12.2016, with a maximum of 3 players born in 2017 who have
reached their 6th birthdate.Per match, two halves (F.I.G.C. - S.G.S. permission) of 15 minutes each,
without halftime break.Every match is played by two teams of 5 players on a reduced pitch with reduced
goals and using size 4 football balls. Penalty kicks and extra time are not allowed.Tournament formula:
groups of 5 teams. Round-robin groups.There will be no finals.
Art. 3 LOAN PLAYERS
Loan players are allowed in the categories U14, U15, U16 and U17 only with a maximum of 3 loan players, not interchangeable and valid for the entire duration of the tournament. Such loan players may be agreed upon only with clubs not participating in the tournament. Before the start of the tournament, each loan player must submit a clearance issued by the home society.
Art. 4 PLAYERS LISTS (F.I.G.C. - S.G.S. permission for the number of players).
Participating clubs must submit to the tournament organisation, before the start of the tournament (upon arrival), the list of the players they intend to use at the tournament, up to a maximum of n° 20 (cat. U12, U13, U14, U15, U16 and U17) (exceptions: cat. U10 and U11 with 7-7 players: n° 16; cat. U09 with 5-5 players: nº 12). It is prohibited to make changes to these lists after delivery.
Before every match, a players list for the match has to be submitted to the referee indicating up to a maximum of 20 players (cat. U14, U15, U16 and U17) (exceptions: cat. U12 and U13 with 9-9 players: nº 18; cat. U10 and U11 with 7-7 players: n° 14; cat. U09 with 5-5 players: nº 10).
The age of participants will be checked utilizing federal ID cards or valid identification (ID Card or Passport) before the start of every match, also by the person in charge of the pitch.
For this purpose, every athlete must be present on the pitch at least 30 minutes before the start of the match.
The same player can only participate in one team of the same category during the entire duration of the tournament.
Art. 5 SUBSTITUTIONS
a. In the categories U14, U15, U16 and U17, nº 7 substitutions are allowed per team, at any time during the match and regardless of the role of the players.
A player who has been substituted during a match is not allowed to re-enter the same match.
b. In the categories U09, U10, U11, U12 and U13, all players on the players list for the match must participate in the match and play at least one half; therefore, at the end of the first half all substitutions must be made obligatorily and new entrants cannot be substituted until the end of the second half, except for valid health reasons (C.U. nº 1 of the S.G.S.-Rome)
Art. 6 CLASSIFICATIONS
The rankings in every group will be determined according to the following criteria: three points for a win, one point for a draw and zero points for a loss. If two or more teams finish their group tied up on points, the criteria listed in order shall apply:
(a) outcome of the direct matches;
(b) goal difference in the direct matches between teams with equal points;
(c) total goal difference of all matches played in the group;
(d) highest number of goals scored in all matches played in the group;
(e) discipline ranking;
(f) coin draw.
Art. 7 PLAYING TIMES
The matches will take place in two halves (F.I.G.C. - S.G.S. permission for the categories D, E, F and G):
Cat. U14, U15, and U17: 2 x 20 minutes;
Cat. U09, U10, U11,U12, U13: 2 x 15 minutes.
Art. 8 PENALTY KICKS
(Expected in the finals/final, semifinals or other knockout matches.)
In the event of a draw after the two regular halves, penalty kicks will be taken in the manner established by the rule 10 of the game rules and official decisions. In the categories U12 and U13 there are no penalty kicks. In the categories U09, U10 and U11 penalty kicks are prohibited.
Art. 9 REFEREES
The matches will be controlled by F.I.G.C./A.I.A. federal referees for the categories U14, U15, U16 and U17.
In the categories U09, U10, U11, U12 and U13, the matches will be directed by coaches or managers provided by the organising club. In any case, the match reports with attached player lists will be forwarded to the competent committee within the time limits for the necessary Sport Judge view.
Art. 10 TOURNAMENT DISCIPLINE
The Discipline of the Tournament is entrusted to the appointed Sport Judge (S.J.) or his substitute of the Competent Committee.
Art. 11 AUTOMATISM OF SANCTIONS (for tournaments with matches of short duration) (F.I.G.C. - S.G.S. permission for the categories U09, U10, U11, U12 and U13).
In the following cases the sanctions will be automatically applied:
· The player who is sent off during a match cannot participate in the next match, unless the S.J. decides to take a more serious disciplinary measure;
· The player who receives a second caution during the tournament will not be eligible for one match upon decision of the S.J.
Art. 12 COMPLAINTS
Complaints against the referee's decisions are not allowed. Any complaints against others must be submitted to the S.J. within 30 minutes from the end of the match in question, accompanied by the fee of Euro 50,00. A copy of the complaint must be delivered to the counterparty also within 30 minutes after the end of the match.
Art. 13 ADDITIONAL ARTICLES
A. A player, who has been substituted during a game, is not allowed to re-enter the same match.
B. Every team is required to provide a linesman for every match.
C. More than one team from the same club is allowed in the same tournament and in the same category (F.I.G.C. - S.G.S. permission).
D. In the groups and in the finals, the result of a team will be declared invalid (unless the decision of the G.S.) in the following cases:
· if that team is late for a match without a valid reason;
· if that team played with ineligible players;
· the referee decides to suspend a match because of the misconduct of the players of that team.
In the above-mentioned cases, the team in question will be declared defeated with the result of 0-3.
E. Every team must be accompanied by at least one adult manager (over 18 years of age). His details (name-address-date of birth) must be mentioned on the players list.
The manager is responsible for the behaviour of the players, both on the pitch and in other places made available to the participants.
F. All misconduct reports arising from the tournament will be forwarded to the National Federation of the host country, which will forward them to the respective Federations.
G. Players’ shirts shall be numbered consecutively from 1 to 20 (cat. U12 and U13: 1-18; cat. U10 and U11: 1-14; cat. U09: 1-10). Every club is obliged to bring a second team shirt of contrasting colours. If, according to the referee, before the start of the match, the colours of the clubs are too similar, the team mentioned first in the match programme must change.
H. The organizing committee reserves the right to vary the tournament schedule in case of unforeseen circumstances.
I. Responsibilities. It is the responsibility of every participating club to ensure that players are adequately insured through their membership and possession of a sports medical certificate, valid for the category to which they belong. The organising club(s), the Organising Committee, the Municipality and the Euro Sportring Foundation are not responsible for damage, loss or theft of participant's possessions in the Tournament, with exception of the referees of the matches for which are valid the regulations of the F.I.G.C.
Art. 14 GENERAL RULES
For all matters not covered by these tournament rules, the provisions of the federal regulations shall apply, and those set out in the Official Notice Nº 1 of the Youth and Scholastic Sector for the current season.
